Award ceremony for winners of the competition was held in AHIK

The event was held in the Confederation of Trade Unions of Azerbaijan on June 11 to award winners of the 2018 Republican Contest for the Best Organization for Healthy and Safe Working Conditions.
The event was opened by the Chairman of AHIK,
vice-president of the International Trade Union Confederation and the
Pan-European Regional Council, MP Sattar Mohbaliyev.
The event is dedicated to the winners who have earned the
best indicator of occupational safety and health in the production of preventive
culture. S.Mohbaliyev said that the International Labor Organization planed to
present 33 original analytical materials on occupational safety and hygiene
from experts all over the world to share their experiences and opinions on
occupational safety, hygiene and future labor.
It was
noted that the idea of preventing threats to human life on the background of
social, political and social contradictions around the world today, the number
of unemployed people exceeding 200 million, and the use and depletion of
environmental and natural resources is the cornerstone of the future concept of
humanity. Sometimes, the process of change takes place so rapidly that it leads
to the radical change of the working environment and labor protection system.
In some cases it is possible to reduce or eliminate hazards and risks. However,
new technologies create new risks and threats that require changing style of
work and applying new approaches. According to the ILO, injuries and
occupational illnesses cause more than 7,700 deaths worldwide every day,
amounting to 2 million 780,000 a year.
S.Mohbaliev said that along with the damage to human
health, these accidents also have a negative impact on the economies of the
countries. The call for a Global Debate on this initiative by the
Director-General of the International Labor Organization, Gay Ryder , is the
"Future of Labor" initiative proposed at the 104th session of the
ILO. It is known that the
development of robotics, automation of production and application of new technologies
play a crucial role in the development of the labor market. In the future, the
labor sphere will undergo major changes.
S.Mohbaliev
noted that as a result of the successful state
policy carried out in our country, a new stage of socio-economic reforms has
begun in the country. According to international organizations, the state
policy carried out in the Republic of Azerbaijan over the past 15 years ensured
the achievement of great achievements in the economy, social sphere and
humanitarian sphere. Today, issues such as food security, promoting sustainable
and economic development, strengthening institutional skills, social and social
services, as well as environmental management and natural disaster prevention
are more topical.
The chairman said that the Azerbaijani Trade Unions
Confederation and the ILO have established an active relationship with the
continued expansion of cooperation in labor, labor relations, labor safety and
protection, and labor law improvement. Over the past 12 years, 88 seminars, 30
conferences, more than 40 sub-regional meetings, training courses,
presentations and events have been held with the support of ILO and the AHIK.
On May 8, 2019, with the support of ILO
and the AHIK, a training on "Assessment of ILO Program on Decent Work in Sustainable
Development for Trade Union in the Region" was held in Baku.
The AHIK
chairman said that the trade union technical inspectors, along with public
health professionals, took control and preventive work at enterprises and
worked hard to improve working conditions in their workplace. In 2018, they
conducted 597 enterprises and organizations, examined 2834 violations, and
92.9% of them were eliminated. As a result, 320 technological equipment and
machine tools were brought into compliance with safety norms and regulations
and improved working conditions for 585 people. Considering the state of
industrial injury in the country in 2018, the number of injured workers in
enterprises and organizations included in trade union activities was 41.2
percent (40 cases against 68 cases), and 48.4 percent of deaths from industrial
injuries 16 people against 38). Investigation of casualties has shown that most
of the casualties that have resulted in deaths in recent years have occurred in
the background of new and emerging occupational risks.
Over the
past few years, the AHIK has been conducting a contest for the title of
"The best organization in the creation of healthy and safe working
conditions" every year since 2009. 14008 enterprises and organizations
participated in the event, 393 of which were awarded with honorary diplomas and
valuable prizes.
It was
noted that in 2018, 48 organizations and organizations representing 16346
workers, including 5035 women workers, had a high level of control and
preventive work of trade unions committees, labor protection committees and
supervisors, observance of occupational safety and security rules, 337
inspections were carried out to improve social and living conditions. Trade
unions committees have more and more efficient use of joint control over their
practical activities. In connection with violation of labor protection rules,
the enterprises of occupational safety and health service, 1266 inspections and
1394 violations were detected. As a result of public control and preventive
work, trade unions committees have achieved collective agreements of
enterprises and organizations to improve labor conditions, increase security
and add 353 items on social issues and, as a result, 96.8 per cent of these
provisions have been met.
It was
noted that at the time of the competition, the issue of occupational safety and
security was discussed at the meeting of the first trade unions committees, at
103 meetings of labor protection commissions. During this period, 50
controversial issues arose between employers and workers, and there was no need
to investigate these issues in the higher-level trade unions or courts. All
these measures have resulted in an increase in the amount of funds allocated
for the protection of labor in a number of enterprises by 4.1 percent compared
to the previous period and by 3.7 percent to each employee.

commissions of labor inspectors for the correct and purposeful expenditure of
funds allocated for the implementation of labor protection measures, the number
of certified jobs was 69.4 percent, the number of employees undergoing medical
examinations was 99, 4 percent. Employees are provided with sanitary-household
services, special clothing, footwear and other personal protective equipment
within the established norms. 8 new labor protection cabinets and 45 corners
were created to better organize the work in the field of labor protection, thus
increasing the number of cabinets to 244 and the number of corners to 926.
At the
end of his speech, S.Mohbaliyev congratulated the winners of the "Best
Organization for Healthy and Secure Work Conditions" organization and
wished them success in their future career.
Deputy Minister of Labor and Social Protection of Population Anar Aliyev, President of the
National Confederation of Entrepreneurs (Employers') Organizations Mammad
Musayev, and National Coordinator of the International Labor Organization (ILO)
in Azerbaijan Yashar Hamzayev spoke at the event.
At the
end, the winners of the "Best Enterprise (Organization) Year Award for
Healthy and Secure Work Conditions" were awarded.
