A meeting of the Executive Committee of the Azerbaijan Trade Unions Confederation was held on January 28. ATUC Chairman, MP Sattar Mohbaliyev opened the online meeting and informed about the issues included in the agenda
The meeting was informed about the establishment and
regulations of the ATUC "Azerbaijan Trade Unions - 115 years" badge
and said that the anniversary badge is established by the Executive Committee
of the ATUC. The jubilee badge is awarded to trade unionists, trade union
activists, statesmen, public figures, activists of the international trade
union movement and others for their services in the trade union movement.
The meeting heard a speech on "Expenditures on labor
by the employer." It was noted that recently entrepreneurs have been
formed in our country as a strong part of society and have sufficient
resources. The opportunities for entrepreneurs to participate in solving the
social problems of workers, especially in improving the quality of the workforce,
are growing every year.
According to the International Labor Organization (ILO)
methodology, labor costs are divided into ten main groups. These include the
salary fund and social needs, housing, additional costs for vocational
education and cultural services, collectively accepted specific and voluntary
membership fees for social insurance, social benefits, travel expenses and the
use of labor. There are taxes associated with making.
The level of labor costs incurred by enterprises and
organizations varies significantly depending on the type of economic activity.
Thus, the highest costs for the retention of employees are recorded in mining,
financial and insurance activities, information, communications and
construction organizations, and the lowest in trade, repair of consumer
equipment, hotels and restaurants, and in most cases related to wages.
Labor costs are a constant issue in trade union policy.
The measures of socio-economic assistance implemented by the state in our
country do not reduce the level of labor costs and do not worsen the structure.
Therefore, the value of labor costs in collective bargaining and collective
bargaining with employers, increasing its share in total expenditures,
increasing the share of labor tariffs, developing a system of incentives, as
well as expenditures not included in the salary fund, especially improving the
quality of labor. The allocation of funds must find its place, despite the
negative impact of the COVID-19 pandemic on the economy.
The difficulties of the pandemic should not be an excuse
to restrict the social and labor rights of workers and ignore the principles of
decent work.
Commenting on the issue discussed at the meeting, the
ATUC chairman said that in order to implement this issue more widely, the Academy
of Labor and Social Relations should organize various courses for senior
officials of trade union republican committees and chairmen of primary
organizations. Meetings should be held with union committees. Employees and
specialists of different ministries should be invited to these courses. When
concluding collective agreements with line ministries, the participation of
labor collectives should be ensured, and the social and living problems of
employees, salaries and other issues should be given priority. Protection of
labor rights of employees, prevention of unjustified dismissals, etc. The
position of trade unions on issues should be decisive. One of the important
conditions for this is the selection by the collective members of trade unions
in enterprises. In the current pandemic, during the period of strict
quarantine, the main direction of the activities of trade unions should be to
strengthen the protection of workers' rights.
The ATUC chairman then spoke about the tasks facing
trade union members in the post-war period. He noted that the trade unions will
do a lot in the upcoming landscaping work in our liberated territories. In the
restoration of districts, villages, construction of communications,
construction of roads, construction of social facilities, etc. It is the civic
duty and duty of all of us to be closely involved in these areas.
