The ATUC chairman attended an online meeting of the Executive Committee of the General Trade Unions

On April 2, 2021, a meeting of the Executive Committee of the General Trade Union Confederation (GTUC) was held at the Palace of Labor in Moscow.

The event, which was held in an online format, was opened by the chairman of the UHMC M. Shmakov, who informed the participants about the issues on the agenda. Speaking about the ratification of the International Labor Organization (ILO) Conventions in the CIS member states and compliance with these conventions, Shmakov informed the participants about the activities of member organizations in this field. He praised the activities of the Confederation of Trade Unions of Azerbaijan in this area and said that the role of this organization in the ratification of 11 ILO social conventions should be especially appreciated. Noting the high activity of the ATUC in the ratification of other conventions, the chairman of the ATUC wished success to the Azerbaijani trade unions in this work.
Speaking at the discussion, ATUC Chairman, MP S. Mohbaliyev said that as of January 1, 2021, 56 ILO Conventions have been ratified in the Republic of Azerbaijan. Government reports on the implementation of the conventions are regularly sent to the ILO headquarters in Geneva. Our country has adopted national labor legislation that meets international standards. As you know, in April 2004, the General Confederation of Trade Unions urged member organizations to ratify 11 ILO Conventions. As of January 1, 2021, 6 out of 11 ILO social conventions have been adopted. Ratification of Conventions 97, 102, 117, 108, 173 is under preparation.
The Azerbaijan Trade Union Confederation is systematically working to implement the ILO Conventions and Recommendations in the country's legislation. Together with the social partners, the situation in the field of labor in the world is being studied, educational and organizational-practical work is being carried out to implement the 11 priority ILO Conventions.
Mohbaliyev noted that the ATUC has established a mechanism for preparing proposals for ratification of these conventions, and leading trade union experts have been involved in this work. The proposals prepared by these specialists and approved by the ATUC Executive Committee are sent to the Republican Tripartite Commission on Socio-Economic Affairs for consideration. These issues are analyzed annually at the meeting of the Executive Committee of the ATUC and at the meeting of the Commission on the implementation of the General Collective Agreement. 5 priority conventions play an important role in the activities of the ATUC for 2021. We consider it important to inform the Executive Committee of the UNHCR about the preparations for the ratification of these conventions. I would like to note that the work on certain issues in this area has been largely completed and will be considered within the framework of the General Collective Agreement for 2020-2022.
S. Mohbaliyev noted that the implementation of the principles of decent work in the daily activities of the ATUC is one of the important areas. The General Collective Agreement, which is currently in force, is also being prepared for ratification. Article 102 on the Minimum Norm of Social Security, Article 168 on Employment Assistance and Unemployment Protection, Article 184 on Occupational Safety and Health in Agriculture, and Article 184 on Security and the Fundamentals of Occupational Hygiene ”187.
At the meeting of the Tripartite Commission of the Republic held on December 23, 2020 at the initiative of the ATUC, the issue of readiness for ratification of Convention No. 173 "On protection of the rights of workers in entrepreneurial activity" was also discussed and approved by the Commission.
The ATUC chairman spoke about the extensive measures taken in our country to ratify the 97th ILO Convention on Migrant Workers. He said that Azerbaijani trade unions are closely involved in the development of national migration policy. In accordance with the legislation of our country, migrant workers have the opportunity to protect their labor, social and economic rights through trade unions. To help them, the ATUC has established a "Working Group on Migrants", and a reporting system has been introduced to monitor the exchange of information and to plan specific activities.
At the end of his speech, the ATUC chairman noted that the coronavirus infection, which caused a change in the work schedule of government agencies, labor collectives and trade unions, as well as the Patriotic War in 2020, which resulted in the liberation of our lands in Karabakh.
