Seminar on "Basis for the establishment of civil servants compensation system" was held in Hyatt Regency Hotel in Baku on 17-18 December. 

The event was organized jointly by the Ministry of Labor and Social Protection of Population and the International Labor Organization (ILO).
      Speaking at the seminar, Deputy Minister of Labor and Social Protection of Population Metin Kerimli informed about the tasks outlined in the Country Program on the Decent Work for 2016-2020 and the course of their implementation.
     First Deputy Chairman of Azerbaijan Trade Unions Confederation, Ilyas Aliyev, noted that the issue raised for discussion plays an important role in the improvement of the public administration system and the personnel policy. It is important to increase real wages and pay salaries in line with inflation. He said steps have been taken in this direction: "According to the results of 9 months of the current year, the average monthly salary increased by 2.9% compared to the previous year. This is a good indicator. But by eliminating some of the existing problems, we can achieve better results. «The solution of these problems is to bring minimum wage to international standards. I.Aliyev regretted that the definition of "minimum wage" in the country's legislation does not conform to the definition set out in the ILO Convention No. 131. In this regard, we have sent our proposals to the Cabinet of Ministers to amend the relevant laws.

Ilyas Aliyev emphasized the need to improve the state compensation system in the civil service. It recommended that all civil servants and their family members must be subject to health insurance, and pay for transportation costs when they go to treatment and recreation.
At the end of his speech, Aliyev said that Azerbaijan is actively involved in the development and implementation of relevant laws, state programs within the framework of its competences. Employee benefits are achieved through field (tariff) agreements and collective agreements.
Vice-President of the National Confederation of Entrepreneurs (Employers) Organizations Vugar Zeynalov, ILO National Coordinator for Azerbaijan Yashar Hamzayev shared their views on the agenda.
Then, the expert of the Russian Federation, Doctor of Economic Sciences Vladimir Rojkov made a presentation on the socio-economic essence of labor compensation and its role. Seminar on "Experience of the Republic of Azerbaijan in the Establishment of the System of Payment of the Civil Servants", "Peculiarities of Payment of Civil Servants", "The Main Principles of the Contribution of Civil Servants to Labor, Relationships and Functions, Establishment of Their Wages", "Some of the Labor Payments in the Organizations issues "and so on as well as presentations and discussions were held.
