“Employment of the youth: employer’s view, challenges and prospects”

On January 23, Baku hosted a conference on “Employment of the youth: employer’s view, challenges and prospects” jointly organized by the National Confederation of Entrepreneurs (Employers) Organizations (ASK) and International Labor Organization.
Delivering an opening speech at the event, the President of
ASK Mammad Musayev noted rapid growth of the country during the recent years,
improvement of the people’s welfare and the country’s growing influence in the
world is a yield of the President Ilham Aliyev’s social and economic policy.
He spoke about high-level education and training
arrangement as required in the labor market, sustainable economic growth,
advanced analysis and statistics related to the labor market, integration of
sensitive groups into the labor market and other subjects.
The chairman of Azerbaijan Trade Unions Confederation, MP
Sattar Mohbaliyev mentioned the implementation of large-scale reforms targeted
at improvement of the people’s welfare as directed by the President Ilham
Aliyev. These reforms also have positive effect on enhancing level of the youth
employment. For that, Azerbaijan has joined the Youth Employment Network, and the
initiative was supported by the United Nations through the ILO’s technical aid.
As all know, on the 15th of the last September the
President approved the State Program for “Azerbaijan youth in 2017-2021”. The
action plan developed in accordance with the Program includes special section “Support
for the youth employment and entrepreneurial activity”. The section covers strengthening of the state
control over employment of the youth in companies and organizations based on a
defined quota.

also mentioned rapid increase in number of young people in Azerbaijan. As per
the statistics, 103.9 thousand or 2.0% out of 5073.8 thousand economically active
population as at 2018 are of 15-19 age, 505.4 thousand or 10% are of 20-24 age and
753,0 thousand or 14.8% are of 25-29 age. The share of young people in the
population employed in economic field is 25.6%.
According to the information provided by the State
Statistics Committee as at 1 January 2018, the number of officially unemployed
people in the country is 38.5 thousand. 21.9 thousand out of it are university-educated.
General
collective contract awarded between the Government, employers and ATUC on 7
February 2018 contains responsibilities with regard to employment of the youth:
Take
actions to increase opportunities for employment of the youth, improve the
system of benefits for stimulating them to work in rural areas, improve working
conditions, raise the level of living, strengthen social protection of
students, pupils, young employees and specialists;
Strengthen
control over restoration of jobs and positions of the demobilized youth, ensure
such young people are employed based on their occupation;
Create
and implement the unemployment insurance system which is based on international
practices in order to strengthen social protection of the employed, unemployed
and jobseekers;
Provide support for children who are deprived
of parental care and live in state childcare centers to get education and be
employed after they live such centers.
