Your election as a member of Parliament in the VI extraordinary parliamentary elections is a logical consequence of the fruitful, self-sacrificing efforts you have made in the public and social life of our country for many years.
You, as chairman of the Confederation of Trade Unions of
Azerbaijan (ATUC), have set up a multinational partnership to reform trade
unions, protect its property, adopt the Law of the Republic of Azerbaijan on
Trade Unions, strengthen trade union reputation.
Thanks to your successful social policy under your
leadership, the ATUC has gained a special place in society today and has gained
a great deal of confidence in the international trade union movement. It is
proud that the ATUC is one of the first organizations in the CIS to join the
ITUC.
You are a member of the ITUC Board of Governors,
Executive Committee of the Confederation of Business Unions.
You have been Vice President of the ITUC since 2014 and
from 2015 to the Pan European Regional Council.
During the presidency of the ATUC, with the active
participation of trade unions, some provisions of the national employment
legislation were updated, the Labor and Administrative Offices Code, as well as
other legislative acts, were adopted and updated the Employment Law. The trade
unions of Azerbaijan are closely involved in the protection of the labor rights
of its members, in the development of regulatory and legal acts on labor,
social and economic issues, and on the state employment policy. ATUC has become
one of the active participants in the socio-economic life of our society by
signing the General Collective Agreement with the government and its employers,
participating in the legislative process. The tripartite Commission on Social
and Economic Affairs, comprising representatives of the Ministry of Labor and
Social Protection (MLSPP), the National Confederation of Entrepreneurs
(Employers' Organizations) and the Confederation of Trade Unions of Azerbaijan,
has made public its own policy. The work of the Commission on Regulation and
Coordination of Labor Relations played a major role in the work done by trade
unions to eliminate informal employment.
You have worked with the ATUC member organizations to
ensure that young people are always active, to protect the rights and interests
of working and educated youth, and to take appropriate measures in line with
the state's youth policy.
As you have already noted, one of the priorities of the
trade unions in Azerbaijan is the fight for decent wages. Significant results
are achieved in this area as a result of purposeful public policy and mutual
cooperation of social partners. The active participation of the ATUC in
improving the labor legislation in our country has a positive impact on the
regulation of social and labor relations.
You are a member of a number of state committees
established in the country, head of the Polish-Azerbaijani inter-parliamentary
working group, a member of the Azerbaijan-Moldova inter-parliamentary working
group, and a member of the Disciplinary Commission of the Social Assembly and
Religious Organizations of the National Assembly.
As a member of the Committee, you have been active in
drafting laws on the status, organization and activities of non-governmental organizations
(public associations and foundations), political parties, trade unions,
religious organizations, including religious centers and offices, religious
educational institutions and religious communities.
As a member of the Parliament, you have actively
participated in the drafting and discussion of draft amendments to the Labor
Code, labor pensions and social benefits, and provided your feedback and
suggestions. One of the main activities of your activity is to strengthen the
social protection of martyrs' families and veterans of the Karabakh war.
You are a Doctor of Economics, Professor.
