A delegation of the Azerbaijan Trade Union Confederation participated in the All-Trade Union Confederation.

A meeting of the Executive Committee of the Confederation of the Commonwealth of Independent States was held in Moscow, chaired by President of the Confederation of All-Trade Union of the Trade Unions of Russia, Chairman of the Federation of Independent Trade Unions of Russia Mikhail Shmakov.

The Committee Experts has reviewed the agenda of the meeting of the Board, the rules of procedure, the composition of the Editorial Commission, as well as drafted draft documents. After the discussion, it was decided to submit them to the Council's meeting.
Deputy Secretary General of the All-Trade Union Confederation Albert Potapov, spoke on the ratification and coherence of ILO conventions in the independent countries where member states have acted. The Executive Committee affirmed that last year, trade unions of independent states have made significant efforts to ratify the 11 ILO Conventions and other international labor standards included in the list.
 Trade unions have benefited from positive changes in the ratification process, using all channels affecting authorities and business structures. It was noted in the meeting that the Convention on the Promotion of  Employment and Protection of Unemployment was not ratified by any of the countries in the region. The ILO Convention and Recommendation Expert Committee report submitted to the 107th session of the International Labor Conference in June 2018 states that there are numerous violations of the conventions in the countries of the region. The Executive Committee called on unions of independent states to achieve the ratification of the most important ILO conventions in their respective countries and to ensure that they are properly and timely implemented in national labor legislation.
The Executive Committee endorsed the requests for April 28 th-World Labor Day, the 100th anniversary of the International Labor Organization and the International Day of Soldiers on May 1.
   The meeting of the All Trade Union Confederation was held on April 12. In December 2018, the members of the Board of  Directors, including the representatives nominated by the Federation of  Trade Unions of  Uzbekistan, joined to the All Trade Union Confederation.
Vice-President of the Confederation of Trade Unions of Azerbaijan, deputy chairman of the Confederation of International Trade Unions Sattar Mohbaliyev made a speech on the topic "Socio-economic situation of independent states in time of global challenges".
S.Mohbaliyev informed the meeting participants that the socio-economic development strategy in the Republic of Azerbaijan, balanced socio-economic policy aimed at the development of the economy, the protection of macroeconomic stability and financial stability, and social development reflecting the interests of the Azerbaijani people. Proper distribution of oil revenues, the development of the non-oil sector of the economy, reducing dependence on oil factor, and other decisions that have been adopted over the last 15 years, have made the country's transition to postneft development flawless economic reforms without shocking effectiveness. development, the stable labor market and the ongoing reforms in the field of social protection of the population.
 
In 2018 deep economic reforms were continued, new industrial products were created and developed, and transparency of the economic sphere was ensured, especially in non-oil sectors. According to the Statistical Committee of the Republic of Azerbaijan, in 2018 the gross domestic product increased by 1.4% compared with 2017. The GDP per capita was $ 4780.1. The non-oil sector produced 1.8 percent compared to 2017 and 0.6 percent in the oil sector. Inflation was 2.3% during the year. Azerbaijan's economy over the past 15 years has hit world record-breaking rates - 3.3 times, industrial production - 2.6 times, exports - 4.7 times, currency reserves - 24 times. 250 Million Azerbaijani Economy The dollar was invested. In the last report of the World Bank on improvement of the investment environment as a result of radical reforms implemented, Azerbaijan rose from the 39th level in the previous year to 25th place in 2018. 2018 is the completion of a number of major economic projects for Azerbaijan, including the transnational project South Gas Corridor, the successful implementation of the Shah Deniz-2, TANAP projects, the launch of the Azerspace-2 satellite, Commerce Port has been marked by the launch of a polypropylene plant in Sumgayit.

He also said that reforms in the economy, along with the implementation of reforms in the labor market and in the social sphere, were also continued. In 2018, successful co-operation and co-operation of social partners in employment, labor market and human resource development has been successfully continued. Employment strategy for 2019-2030 has been adopted and an action plan has been developed for its implementation.
S.Mohbaliyev particularly emphasized the State Program on socio-economic development of regions in solving employment problems. He said that last year three such programs were implemented in the country. An integral part of these programs was the creation of new jobs. In 2018, 238.9 new jobs were created, of which 127.4 thousand were permanent. Supporting business policies and measures to improve the business environment have expanded opportunities for employment in the long term. Unemployment rate in our republic today is 5%.

 S.Mohbaliyev underlined that with the active participation of trade unions some provisions of the national legislation related to the population's employment were updated, the Labor Code and the Code of Administrative Offenses were amended, and the Law on Employment was adopted. The work on the reduction of informal economy and elimination of informal employment has been continued. Implementation of measures aimed at raising the welfare of the workers and strengthening their social protection has also affected the generalized indicators. Population incomes in 2018 increased by 9.2 percent.

The work carried out by the trade unions in support of the ILO 131 convention ratified by Azerbaijan was supported by the Government of the Republic of Azerbaijan and discussed at the meeting of the Trilateral Commission on Social and Economic Issues, and sent proposals to the Cabinet of Ministers on amendments to the country's legislation. Implementation of a large-scale reform package on improving the socio-economic situation of workers in Azerbaijan in 2018 continued. The salaries of employees working in different sectors of the economy, pensions, allowances for industrial injuries, payments to Karabakh war invalids and martyr families, and scholarships for students of higher and secondary specialized schools have been increased. By the decree of the President of the country from March 1, 201, the minimum wage has been increased and brought to the minimum consumer level as a result of the insolvency of trade unions, which will cover 600,000 and will increase the average monthly wage by 10 percent. If the average monthly wage for the Republic as of December 31, 2018 was 544 manats, this figure was 577 manats ($ 340) on March 1, 2019.
