The Azerbaijani delegation took part in the congress held in Moscow

The X congress of the Federation of Independent Trade Unions of Russia (FITUR) was held on May 20-22 at “Izmaylov” Concert Hall in Moscow.
Representatives of state bodies, business associations,
political parties, religious organizations, scientific and creative community,
international and foreign trade unions were invited to the congress. Mikhail
Shmakov, Chairman of the FİTUR made a speech at the conference. He said in his
report that the country faced many challenges in the social sphere during the
reporting period. These challenges were mainly related to macroeconomic
instability, negative external factors, and other factors. The rapporteur
disclosed the positions of trade unions in solving the problems accumulated
before the socio-economic block activation. By saying this position we will
define the main direction of the work of the Congress. M. Shmakov noted that
the funds allocated from the budget to the social sphere are very small
compared to the leading countries. We will try to ensure that the share of
social spending is within the limits of developed countries. There is enough
money in the state budget to achieve this goal. Instead of going to the pockets
of the citizens, to the financing of production, those money is hidden in the
"gold reserves". The trade union believes this is wrong. Money should
not be left as dead loads. It should work effectively for the public. Trade
unions believe that the progressive tax system and the taxation of dividends
can be an additional source of funding.
The initiative of not applying a tax on income below the subsistence minimum of our organization remains relevant. The most important objective of the FİTUR is to provide employees with decent wages. The person working should not be poor. Deputy Prime Minister of the Russian Federation Tatyana Golikova praised the cooperation between the trade union and the Government in the development of the social partnership, social and labor projects in the sphere of employment, and the work carried out in solving serious problems in labor and pension issues in the trilateral commission. The videotape was delivered by the Secretary-General of the International Labor Organization, Kay Rayder. The appeal voiced balanced views on the effectiveness of the FİTUR and its leader.

Putin delivered a welcoming speech at the congress. The Congress has
acknowledged that the ILO's celebration of the 100th anniversary of the ILO was
a remarkable event:
The
solution of social and labor issues within the framework of social partnership
in the country is very important. We are talking about these issues during our
business meetings with Mikhail Shmakov. Then the head of the state pointed out
his attitude to the participation of the trade union in the implementation of
national projects and control over their implementation.He advised trade union
leaders to demonstrate a harsher attitude toward employers who violate the
legal rights of workers and trade unions.
Let them influence the heads of the regional administrations who are indifferent to such cases within the rule of law. The state is obliged to assist trade unions and their legitimate demands at all levels. V.Putin concluded his speech with these words: "Our job is different. But our goal is to ensure the worthy lives of our citizens. If we work together, we will achieve this goal easily. " Secretary General of the Confederation of International Trade Unions Shan Barrow, President of the Union of Industrialists and Entrepreneurs Alexander Shokin, Minister of Labor and Social Protection of the Russian Federation Maksim Topil, Secretary General of the Confederation of All Union Unions Vladimir Sherbakov, President of Pan-European Regional Council, Chairman of Georgian Union of Trade Unions Irakli Petriashvili and his speeches were heard. The organizational issue was considered at the congress. Mikhail Shmakov was nominated for the post of chairman of the FİTUR and supported. First Deputy Chairman of the Confederation of Trade Unions of Azerbaijan Ilyas Aliyev, Deputy Chairman of the Republican Committee of Free Trade Unions of Azerbaijan Humbat Nagiyev, Head of the International Relations Department of the Azerbaijan Trade Union of Free Trade Unions Sabuhi Imanov and Chairman of the Aviation Workers' Trade Union Republican Committee Bakir Yusifov participated in the event.
