I am very proud that the Ministry of Labor was established 100 years ago by the People’s Republic of Azerbaijan to regulate labor relation.
At the same time, it should be emphasized that 10 of the
315 bills submitted to parliament related to the social sphere.
Naturally, we must always remember the progress of Great
Leader Heydar Aliyev, who returned to the republic at the most difficult time
of our country. The constant attention and care of the Great Leader in the
social sphere led to the formation and improvement of the social policy of the
Azerbaijani state and positive changes in the social protection system.
President Ilham Aliyev, who successfully continues the
political course of National Leader Heydar Aliyev, continues the path of the
National Leader of turning Azerbaijan into a leader in the region in terms of
development dynamics. This is clearly seen in the size of labor pensions and
social benefits in the country. The average monthly pension in our country
increased by 8.4 percent compared to the same period in 2017 and reached 221.1
manat. Next year, the average monthly size of labor pensions will increase by
6.3% to 241 manat. The average monthly salary is projected to increase by 14.9
percent.

I am pleased to state that the Ministry of Labor and
Social Protection of the Population of the Republic of Azerbaijan is successfully
functioning as a state structure that today implements a strongly strengthening
social policy of the state and which makes a significant contribution to the
well-being of the population and thus gained public trust and confidence.
There is a successful social partnership between the
Ministry and the Confederation of Trade Unions of Azerbaijan. The intersection
of the activities of our organizations has led to the implementation of joint
measures and joint projects.
Initiatives from the concept of the future of the world
of work, especially in the area of sustainable human development, are at the
center of national debates. In this regard, the Decent Work country program,
signed by the Government of Azerbaijan and the ILO for 2016-2020, was the next
step in the promotion of key social development goals. The Executive Committee
of the Confederation of Trade Unions of Azerbaijan adopted the Concept for the
implementation of this Program. The concept and measures to be taken by the
trade unions are defined in eight directions.
It is clear that our country has a 17th anniversary of
the establishment of the Organization for the Development of Integrated
Sustainable Development, which was officially declared in January 2016, and was
the 169th year of our task "Our Concept of the World: 2030s." year
old day in the province of stable development ("Agenda 2030"). The
social-economic development of a stable state is one of the priorities of the
Azerbaijan government. These are the state programs that are being developed by
the President of the Republic of Azerbaijan Ilham Aliyev, which provide for the
high value of the stable socio-economic development of the social and economic
development. It stimulates high-quality economic activity, promotes the
strengthening of material welfare and prosperity in the region of Azerbaijan.
The Trade Union regularly routes the work of steadfast
development in the country, which is in the foreground. At present, our social
workers are represented by representatives of the Trade Union, which regularly
conducts workshops on the development of a sustainable development in the
country, the future of the workforce and the future of the program. By the way,
with our social workers, presenters and employers, the ILO has provided 12 international
and regional events, involving more than 600 listeners.
The ministers of the Social
Protection of Population , Confederation of Azerbaijan
Trade Unions and National Confederation of Entrepreneurs
(Employers) of the Republic of Azerbaijan conduct political dialogue on the
social partnership of the subject of social partnership, and the General
Collective Agreement removes the major tasks facing the interests. The right to
life, health, social protection and commitment are the sole responsibility of
the Social Dialogue.
Obviously, this is our social partnering, mutual
understanding and co-operation with others, and the need to ensure that we have
the right to live and work. We have the right to social security.
In the context of the realization of the agreed policy by
the state bodies of the President of the Republic of Azerbaijan "On the improvement of the working
conditions in the Republic of Azerbaijan", the Commission established the
Commission on regulation and coordination of the trade relations. With the help
of a three-member commission, the Social Services Commission is responsible for
social and economic issues for social co-ordination with social partners. The
Commission is represented by the Confederation
of Trade Unions of Azerbaijan. At the present time, the
Commission commits social and economic matters concerning the Confederation of Trade Unions of Azerbaijan, and we are
pleased to announce our work in the frame of the Commission.
At the end of the meeting I would like to congratulate you on the work
of the conference and congratulate Sahil Babaev with the 100th anniversary of
the Ministry of Labour and Social
Protection of Population .
