The conference was held in Baku with the support of the International Labor Organization

On October 18, with support of the International Labor Organization Azerbaijan Trade Unions Confederation was held conference on "The role of trade unions in the implementation of the Action Plan and Action Plan for the informal sector registration”.
The First Deputy Chairman of the
Confederation of Trade Unions of Azerbaijan Ilyas Aliyev made a speech at the
conference. He said that the topic of "The role of trade unions in the
implementation of the Action Plan and Action Plan of the Republic of Azerbaijan
on informal sector registration", which was discussed by the conference is
very important for our country.
It should be noted that the informal
sector exists not only in weaker developed countries, but also in developed
countries. For example, France accounts for 15 per cent of the total product,
27 per cent in Italy, 16 per cent in Germany, 22 per cent in Spain, and 43.8
per cent in Russia.
Unofficial economy is the reign of the
time and the ILO has assessed it as a specific feature of developing countries.
Low living standards, large differences in the income of various social groups,
unemployment, diversity of social interests, lack of awareness and other
factors lead people to informal employment.
The most important step in the reduction
of the informal sector is the approval of the "Action Plan on the
Prevention of Non-formal Employment in the Republic of Azerbaijan" by
President Ilham Aliyev's Decree of October 9, 2017. Trade unions actively
participate in the implementation of this action plan.
As a result of measures undertaken by
our country, some progress has been made in relations between employers and
employees in order to prevent the informal sector in the country.
At the beginning of 2017 more than 1
million 265 thousand contracts were signed. The highest increase was in
wholesale and retail sales, as well as on construction areas.
More than 1,000 trade union activists
participated in 11 conferences and seminars held in Baku and regions in recent
years to support informal employment reduction with the support of ILO. Nevertheless,
it should be noted that there are still difficulties in eliminating informal
labor relations.

Yashar Hamzayev, Heads of the EU Project in Azerbaijan Audrey Bitinas, Audra
Mikalauskatye and other guests spoke at the conference. ATUC head of
department N.Huseynov made a
presentation on "The role of trade unions in the implementation of
measures and action plan of the Republic of Azerbaijan on formalization of the
informal sector".
