A conference was held with the support of the International Labor Organization

07 Jun 2019

A conference on "Youth employment, collective bargaining and settlement of disputes" was held in Baku on June 7 with the support of the International Labor Organization and the ATUC.

Opening the meeting, First Deputy Chairman of the ATUC, I.Aliyev, said that the youth, the most active part of our society, are dynamic forces that form an important part of modern society. Ensuring young people's employment is considered to be one of the priorities of the policies of different countries and organizations. One of the major problems facing the global financial crisis is that unemployment among young people today is three times higher than the average among the elderly.
In modern conditions, young people face various problems. Young people who have a good education and the opportunity to find a decent job are less protected, work in low-paid and temporary jobs. Young people face great difficulties in their transition from education to labor activity.
Currently, 35 percent of young people are unemployed in the world. Today our country has joined the list of leading countries in the Youth Employment Network. This initiative was supported by the UN with technical assistance from the ILO. The State Youth Program has been adopted in our country (2017-2021) to solve various issues related to youth, including employment problems.

Aliyev later said that Azerbaijan  trade unions keep the focus on the development and improvement of the younger generation's lifestyle. The ATUC Youth Council is working to protect the labor and socio-economic rights of young people, involve trade union members in the active trade union and organize youth.
The ATUC Executive Committee discussed the issue of "employment of Azerbaijani youth and position of trade unions" in May 2013 and defined the responsibilities of the member organizations to use all the opportunities of trade unions to ensure the employment of young people.
As we know,  The ATUC together with the International Labor Organization, has been implementing joint projects on youth employment in different periods. In 2014, the ILO held seminars in six regions of the country and the final conference in Baku in the framework of the project "Role of Trade Unions in the Field of Youth Employment". A new project has been launched with the International Labor Organization on employment problems in the current year. In this context, seminars on "Employment of youth, collective bargaining and resolving disputes" were held in Guba, Lankaran and Ganja, with participation of 30 listeners.
I.Aliyev informed that today's conference is to summarize these seminars and to determine the steps to be taken. The First Deputy Chairperson stressed that as trade unions we should raise the following issues to the relevant executive authorities and try to achieve their solution:
- carrying out reforms in technical and vocational education and adapting to labor market needs;
- improve working conditions, improve the quality of jobs and youth protection;
- development of a professional  strategy.
Then, the ILO National Coordinator for Azerbaijan, Yashar Hamzayev, also spoke on the subject.
At the conference, the participants discussed issues such as "The Situation of Young People in the Labor Market and the Position of Trade Unions", "The Importance of Settlement of Collective Disputes through Social Dialogue", "Youth Employment", "Role of Trade Unions in the Formation of Youth Employment Policies", "Collective Talks with the Labor Code of the Republic of Azerbaijan and Ways of Settlement of Disputes" speeches were presented and participants' proposals were heard.
