A regional conference was held with the support of the International Labor Organization

On 7 May, the Azerbaijani Trade Unions Confederation held a regional conference on "Sensitive Groups" with the support of the International Labor Organization (ILO). 

Opening the event, Javanshir Alkhasov welcomed the participants and said that improving the social protection system is one of the priorities of the socio-economic policy implemented by the state in the Republic of Azerbaijan, which has chosen sustainable economic development. As a result of successful economic policy, the country has established a regulatory framework regulating the functioning of the social protection system, as well as commitments to a number of international conventions and agreements to secure social security of citizens. Trade unions, which unite 1,5 million laborers in their ranks, focus on their health and medical care, as they protect the social, economic and legal relationships of workers. For this purpose, the Republic of Azerbaijan joined the UN Convention on the Rights of Persons with Disabilities in 2008. In this regard, trade unions are involved in the work of committees established in enterprises and organizations by exercising public control over the full implementation of the requirements of this convention.
C.Alkhasov noted that the vulnerable group, one of the main areas of activity of the Azerbaijani Trade Unions, is to assist them in the protection of human rights. Trade unions operate in solving social problems of the most vulnerable and vulnerable sections of the population. Care and attention in all areas of vulnerable groups is one of the important features of the social status of the Confederation of Trade Unions of Azerbaijan, which is part of the strategic concept of colleagues. Adaptation of these people to community and labor activity, feeling themselves as full-fledged members of society is a very important socio-economic issue. Their involvement in labor, integration into the society, identifying themselves as identity, eliminating psychological barriers, improving the financial situation of themselves and their family members are a little opportunity for the development of the country's economy. Therefore, improving social protection and social rehabilitation of people in need of care and assistance in the community is one of the areas where our colleagues always pay attention. According to the World Health Organization, 15 percent of the world's population, or 750 million people, are people with disabilities. In Azerbaijan, about 6 percent of the population or 627,000 are registered as disabled people or those with physical disabilities today. This figure is 2.5 times lower than in other countries in the world.

People with disabilities, as a result of occupational disease or general illnesses, are given special opinion on the provision of appropriate employment, provision of adequate nutrition and adequate food at the expense of enterprises' funds, according to the opinion of the Medical Social Expert Commissions on labor guarantees. In the workplaces determined by the quota for people with disabilities in the efforts of trade unions, specific provisions are envisaged for the employment of persons with disabilities in employment programs in accordance with the requirements of the Population Employment Law. Every year the situation of the illnesses of the citizens of the country, including the structure of the primary disability and the condition of the medical social rehabilitation of the disabled are analyzed. It is considered to be one of the priority issues for the improvement of medical services in order to prevent disability and recovery of the ability to work, and first of all to include disabled compulsory health insurance. C.Alkhasov further noted that starting from January 2016, the purpose of the primary disability was simplified, the electronic version was applied, and the procrastination was eliminated. Group I disability is defined for a period of 5 years or indefinitely, taking into account the illness of the II-III group for the disabled. From the beginning of 2019, the monthly amounts of all kinds of pensions, allowances and presidential scholarships, including the disabled, have been significantly increased by the relevant orders of the President, ensuring full transparency and social justice in the field of pensions, targeted social assistance, disability benefits, - Important steps have been taken to minimize the temptation of citizenship
The principal position of trade unions is to restore the health of people, let them return to the labor front, if they are full members of the society according to all the parameters. Despite the fact that small or in some cases serious shortcomings, they still have the opportunity to work in the appropriate fields. The implications make it possible for people to perceive a person as a citizen and to present their potential to the community.
The policy towards the vulnerable group has changed dramatically, with the exception of previously limited social benefits and service, significant steps have been taken towards their rehabilitation and social and economic integration into the society, and legislation has been developed in accordance with international norms. Due to the expansion of access to education and social inclusion, people have become more active in their social protection activities.
According to the complex program on problems of people with disabilities or disabled children, when collective agreements are concluded, with the consent of the labor collectives, the labor force (tariff rate) of disabled persons of the III group working in the collective or disabled, 15 percent, I and II groups, or 20-25 percent increase in wages for children with disabilities.
Once they have been identified, they will be provided with appropriate assistance in matters of appropriate social security or occupational injury, as well as on the compensation of damages to persons with disabilities as a result of occupational disease. When dispensing sanatoria, it is intended to provide first-hand disabilities. Every year, financial assistance is provided to Karabakh, January 20 and Chernobyl disablement.
In addition, important measures are being taken to improve the living conditions of persons with disabilities, their provision with vehicles or wheelchairs.
The Vice President of ATUC said that trade union organizations paid tuition fees for 66 children from low-income families. Monthly scholarships were established for 156 students. Food and money was provided to 49606 members of the family of martyrs, refugees and internally displaced persons. Problems of Karabakh disabled, as well as families of martyrs and low income families are always in the focus of trade unions. Today, every Karabakh citizen applying to trade unions is also sensitive to the problems of the disadvantaged, as well as families of martyrs, families of vulnerable families, and is assisting in the solution.
In order to educate the pensioners, including those with disabilities, the social protection rights of the disabled are sent to the Trade Unions, along with other materials, for the citizens of this class, and the work is being continued in this area. At the Academy of Labor and Social Affairs, annual seminars for chairpersons and activists of trade unions are read out at the seminars on disability determination criteria and new regulatory documents.
