Introduction
The 2nd Congress of ATUC considered to be the main tasks of personnel and improvement of work. The Personnel policy Conception is covers the building trade unions and the system of the main directions. The Conception defines the important problems of personnel work, principles and the main ways of development of personnel policy, trade union action and involvement of youth and women to the movement of trade union.
