Mohbaliyev made a speech at a meeting of the Executive Committee of the Pan European Regional Council

A meeting of the Executive Committee of the Pan European Regional Council (PACE) was held on October 21 in Brussels, Belgium.
Chairman
of the ATUC, Member of the Parliament, Vice-President of the Pan European
Regional Council Sattar Mhbaliyev made a speech at the meeting.
In his
speech, S. Mokhbaliyev shared his views on the organization of trade union
organizations and the work with young people, their problems and activities to
be undertaken and implemented in these areas as trade unions. He noted that
under the current conditions, with the few exceptions in the international
arena, trade union growth remains a serious problem. Of course, the creation
and operation of trade unions remains a prerequisite for this. It is no secret
that employers do not react to the establishment of trade unions. Enterprises
with both private and foreign investment, including transnational corporations,
try to put pressure on employees who seek to create a trade union organization.
Such workers are threatened with changing jobs or dismissing them altogether.
In the current situation, what we mean by loss of jobs for workers is very well
known as trade unions. From this point of view, we must work to ensure that
workers are less harmed than they are when creating trade unions. Today the
Confederation of Trade Unions of Azerbaijan, referring to the ILO Conventions
No. 87, 98 of the International Labor Organization, the Constitution of the
Republic of Azerbaijan and other legislative acts, is working to establish
trade unions with private, joint ventures and transnational companies.
The
chairman of the AICC touched upon another important issue for trade unions -
the role and place of trade unions in the work with young people. He considers
that the protection of the rights of young people, the promotion of the
existence and purpose of trade unions to young people, their involvement in
trade unions, the observance of the rights of youth by employers are the basis of
trade union youth policy. The Confederation of Trade Unions of Azerbaijan has
widely discussed in its Assembly (July 2, 2005) the activities and objectives
of its youth policy and the protection of the rights of young workers and
adopted the concept and program of youth policy. Work is currently underway in
accordance with this Concept and Program. "Unfortunately, the social and
economic situation of young people has deteriorated under the conditions of
market relations in the global economy. For this reason, trade unions should
work to strengthen the work to improve the socio-economic status of young
people. ” The Pan-European Regional Council should use its resources to expand
the geography of its educational work. It is true that, since 2012, with the financial
support of the AHIC, seminars and conferences on youth employment are being
held annually in Baku with the participation of young people from the countries
of the region. I think this practice should be continued. At the same time, it
would be helpful to organize a youth forum and a youth summer school.
Makhbaliyev
said that the Confederation of Trade Unions of Azerbaijan has always shown
great interest in the global development initiatives of the international
community. I would like to point out that the Confederation of Trade Unions of
Azerbaijan is one of the two priority organizations for the UN Sustainable
Development Goals. (Moldova and Azerbaijan). In addition, a Commission on
Sustainable Development Goals has been set up within the Confederation of Trade
Unions of Azerbaijan. The members of the Commission have prepared the document
"UN Sustainable Development Goals: 2015-2030 Agenda - Development Strategy
for Promoting Sustainable Development of Trade Unions". The document outlines
six goals from the Sustainable Development Goals Agenda as a priority for the
OECD. These objectives are:

Trade
unions should be fully involved in the implementation and evaluation of the
activities of the 2015-2030 Agenda. For this purpose, the following issues
should remain in focus until 2030:

ratify the relevant ILO conventions and adopt regulations to support these
conventions;

Creation of bilateral and tripartite mechanisms to address security, health and
sustainable development;

increasing the number of collective environmental agreements to achieve sustainable
development;

Fighting to reduce the number of industrial accidents, injuries and
occupational diseases in accordance with statistical reports;
-
expansion of training, vocational training and retraining of employees,
especially in the area of occupational safety and health and improvement of
the working environment.
At the end of his speech, the chairman of the
AICC said he hoped that the decisions made at the Executive Committee meeting
would help revitalize the activities of member organizations and successfully
address the challenges facing the Pan European Regional Council in accordance
with the requirements of the day.
